1. Are the fields on the "Create User" form customizable?
You have the ability to choose which fields are required and which can be omitted from the form. That is handled through Admin > Config Site > User Settings. The fields, themselves, are not currently customizable, and custom fields are not yet possible.
2. Can we create new staff permissions or customize current permissions?
No, not at this time.
